Barney Frank Posing as Archie Bunker

I caught an interview this afternoon with Barney Frank concerning the bill that is being proposed on new Tarp Conditions. I was only half listening when I caught the following phrase ...

...."in perpetuity and even for a very long time ..."

I can't begin to put his phrase into context but I don't think it matters.
